Windows Update should normally get you to the latest version, but you can update to the latest version using the ISO or the Windows 10 Update Assistant below.

You're looking at the version of MediaCreationTool21H1.exe. The ISO it will create contains 19043.928 which, if allowed to check for updates during the install, will install 19043.985. If not allowed to check for updates, then checking in WU after installing 19043.928 will get you the .985 CU.
