QTTabbar suddenly always enables tabsor disables CP hyperlinks

Anyone here familiar with and use QTTabbar by Quizo?

Recently I ran into a new problem that now, probably after some update, certain select functions and hyperlinks in Control Panel no longer work. after much back and forth I found out that this is not related to QTTabbar. The latter I have been using for years and never had an issue.

Typically I run Classic Explorer version 4.4.191 add on and QTTabbar with only one function enabled in Explorer: QT command bar.
Recently, in the last month or so, if I enable in Explorer the QT command bar function menu in Explorer the hyperlinks in control panel no longer work and I get tabs in Explorer despite having the QT tabs disabled.

If I disable QT command bar and thus no longer the small QT menu than the problem disappears momentarily.
Odd is that when I look in managed add-ons (accessed through control panel> Internet options> Manage add-ons) it shows all the QT functions enabled. If I disable them it seems to have no effect unless I disable also the QT command bar.
of course now I get tabs in control panel.

Anyone using QTTabbar have come across this? is this perhaps a function that Windows silently added to explorer in one of their pushed updates?

This might be of interest. It's not the Quizo version. Control Panel links are working fine for me.

    QTTabBar Updates

There is no command bar available.

I once came across this one.
It appeared to me to be some kind of knockoff or two developers had an argument and split each pushing their own. Also it seems both are way too similar and also both are unfinished in a permanent beta state.

    Update:

I think I solved the problem!
I noticed that the configuration interface refer to version 1043 despite that I recall that I had updated to 2048 B2.
Doing a reinstall over did not change that.
Once I uninstalled it and then reinstalled 2048 B2 it got it right and the earlier mentioned issue disappeared.

But just that matters don't get boring I have now another work when I restart my computer.
I get the below error message:
QTTabbar suddenly always enables tabsor disables CP hyperlinks-qttabbar-startup-message.jpg
The [group file] QTTabBar Desktop Extension StartUp which has been placed into the startup group by the installation has a regular ASCII contents:

    **QTTabBar Desktop Extension StartUp**
This file is for loading dlls at Shell start up, required to extend Desktop.

Although everything works just fine I'm curious, do you by any chance have a clue of what is its intended function?
