Every thing I download in my C: drive seems to be getting compressed and has 2 blue arrows facing each other on the shortcut.How do I stop this
Welcome to the forum. We're are you downloading to with out seeing it it sounds like the arrows are showing it's going to be synced to OneDrive or Google drive. A screenshot would help

The two blue arrows facing inwards indicates that the item is compressed.
You could see if you may be able to uncompress your Downloads folder using an option in the tutorial below to stop this.
